Fade Filters - Scope

Hello everyone.

My question is simple, how do you make a fade filter like scope? So there are letters in the middle, but everything else is visible. I tried to to that, but the engine just filled the transparent part with white. Is there any way I can do this?

Download GIMP and any tga to blp converer.

Wow, it worked. Makes me wonder why photoshop can't do that.

Because photoshop has no alpha channel support.
