Error: make sure you have DirectX 8.1 installed

I have looked though similar threads and they all seem to have reached a dead end. Some seem good but the link is no longer available.

I'm using windows 10 and i'm getting that particular error.
Using opengl doesn't work neither.

I tried installing DirectX 8.1 to no avail.
So I end up with the latest version of DirectX through trial and error.
