1. Download and run WC3 Viewer.
2. Convert a skin to a supported image format with WC3 Viewer (go through the tree list view after selecting a mpq in your Warcraft III folder and extract+convert it)
3. Start up the GIMP and open up the skin.
4. Skin it. Do what you want with the skin.

ok but wht im sayin is how do u change the items for example im going to edit "HELLSECREAM" how would u change his wepon do a diffrent wepon and stuff like that!?

Uh... no no.
Skinning won't get you that far... It will only let you edit the wrapping of the model.
To remove weapons, you do not do skinning. You alpha it out. To add weapons, you can do some modelling (read adding weapons in the tutorial section) or attach it manually with triggers (make sure you imported the weapon model you want to attach too) - special effect.
