Edit the Animation Speed of a custom model

This model right here Ogre Goblin Cannon Squad is really good. But its walking animation is agonyzingly slow, and I wondered if there was any program I could use to edit the animation to make it play at a faster speed. I do not want a trigger to do this, I need the model itself to be self-sufficient. I tried Mago's Model Editor, but I am not so sure if it can be used to that end. Thanks in advance!
