Edit permission and inactive users

If a user is inactive for a long time or isn't responding, can their resources be edited without their express permission (crediting them for the original resource, obviously)? Or even co-attributed to them until/if they show up again and they can say what they want done with it?

In this particular case, the user (armel) was last seen more than a year ago, and the only change I want to make is removing the hero glow from a model, which I don't think is a major edit according to site rules. Would I be allowed to use the modified model in a map even without his permission, if I credit the original author?

If attribution is a problem, I'm fine with not uploading the edited version to the Hive, but it'll be used in a map that will be uploaded, so...
