might be a stupid question, but do cheat codes work with neutral hostile, neutral passive and neutral extra?

What does "cheat codes" mean? If you think about "whosyourdaddy" and such - then no, not really.
You can not force neutral player to type anything in chat anyway. On the top of that, those are computer players instead of being "human" players, thus is it probably forbidden.

warpten was working for computers, maybe it can still work on neutrals + some other cheats.

Codes such as warpten doesn't affect just one player, instead they affect everyone.
