[General] different upkeep for each player

Is it possible to have different upkeep for each player separately? Like one player's low upkeep would be 50-70 and another one's 80-90.

Using the standard warcraft 3 upkeep system no, using triggers probably yes.
If I recall correctly there is a trigger to change upkeep rate for a player, however having a nice interface for the player is difficult. You can't use the standard interface (top right, bell sound and pop up message), if you want it to be different for every player.
