Pretty sure I've got the right action: This action:
Add 1.0 charges used for charge "" on ability Vulture - Use Spider Mines on unit Vulture [numbers]
But what does the "" mean, and would it decrease the vulture's remaining spider mine charges from 3 to 2 if the "" parameter had the correct value? I think I got as much as that I have to check the raw data of something in the data editor, but honestly I'm really lost in all that.
