Custom texture help needed

i need a program that can make custom textures/skins and tutorial on how to use it
i have warcraft3viewer and i had image extractor (didnt rly work) and i dont kno if i need anything else. anything that could help me with my problem would be much appreciated thx!

There are plenty tutorials on skinning.

Man, photoshop and such programs you should have for making good texture, than your viewer to convert then into blp file. And as PitzerMike told you should look tutorial in tutorial section, you cant enter here and ask for tutorial
