Creep Levels

For my RPG I need a various level of Nuetral Hostile units for leveling, quests, etc. The problem is, I need the units to be able to go over level 100, but when I go to "Advanced Gameplay Constants - Unit - Maximum Level", the highest I can go is 100... Why is this? Am I in the wrong place?
