Its possible make this? Create item that reduce the cooldown and put hidden abilites passive for hero?

not if you dont use a very advanced system with massive amounts of abilities and over 9000 lines of code... which... is... not... made... yet.

DBZ - Its over 9000!
But yea... the system is really a big mass of everything that you need to do that.
However, a smaller version where Xonok has worked on might be way easier to handle.
It creates massive amounts of levels with all different cooldown time.
That way, you can set the cooldown... kinda.
