Cold Arrows For Melee Hero

Is it possible to get a custom ability of cold arrows to work for a a melee hero? if so, what do i need to do?

Test map has been attached

NOTE:
You MUST change your hero's "Combat - Attack 1 - Weapon Type" to "Missile"
But don't worry, your hero is still considered as Melee hero
And change Frost Arrows "Stats - Race" to Human, other than "Creep" because if you didn't do so, it will not appear at UI Command List Box
