Coated arrows

Is coated arrows bugged or is it just my unluck? im a lvl 24 ranger and when i click to equip coated arrows it says: "this item cant be used by your class"
EDIT: alright, the item requires lvl 26 but why does it still say cannot use on ranger but not on hunter?

Probably because you cant be a level 26 ranger.
