I think you will need to manually go over it with the terrain tools to make it look better. The computer can't tell when something is ugly or not so you will have to do it if you want it to look nice.

Use the ramp setting I think and different elevations

You can do it by copying & pasting everything into a new map. You need a map that is all water. This way the raise tool will pull the ground up and make land. You can create a new map and copy the terrain from the old map and paste it into the new one. First flatten out all of your cliffs you want flat. Don't worry about saving the water for now. After you paste it lower the areas you want to be water. Then c+p your doodads and units the same way. If you want to bring object and trigger data over you can do that too with the export function. It's really not that complicated. I have done it before and it saved my map. Depending on what you have so far, you may want to import all of the data into the new map first. A good rule to follow is that you should start every map with a water terrain.

well xd idea with shallow water might be hard to do for ME. because its map 256x 256 europe world war 2 . and i would have to put wisps on land's borders to know excatly borders of terrain+ my editor lags for 2-4 sec every time when i raise terrain . . . so it would take 200000 hours to do it. my mate is death he cant help me at making it :( i was editing map together with him. Legal ease could you do with my map like you did with ur map?.will it work if : 1 you copy all terrain from my map to new map 2 there are no clifs in new map 3 you send me new map 4 i copy terrain from new map without clifts to orginal map? Also is there way to raise faster and more terrain?? Raising terrain would take me really long + lags. Sorry for my terible english i hope you can understant something.Meh im learning english since 8 years and im still terrible.
Is it possible to raise only land (without water even IF i touch water with green square)

Wow good job Doctor didn't you know you could do something like that. Is this macro program a resource of any kind or is that your own person tool that you made?

As I said, this is a job for a macro of sorts. It took JavaRE <0.1 seconds to strip all the cliffs from the map while preserving node height.

This is what the result looks like.

It is a Java library I wrote for modifying w3e files. It is fairly easy to hack together a program to perform the modification roughly.

Entirely up to you. The amount of effort it took was trivial.
