Clientside Scripts?

I know it wasn't possible (maybe it was but it wasn't user friendly) in Wc3 so it probably isn't possible in Sc2 but is there a way to run a script on the machine of a single player? I want to show an effect, or something in those lines, only to a single player.

I think it's more likely the other way around -it is possible in WC3 (through GetLocalPlayer()) but I've yet to see the equivalent of that in SC2.
