Thats for display on target for a few seconds, when a target gets hit to indicate it has been subject to an incoming cleave attack(got cleaved). To make the unit performing the cleave display a fancy effect you have to edit the model's desired anim and add it manually then point ability to use that anim(assuming what you want is like using Pitlord's attack slam anims for cleave)
It could be preset, he could either pick units in the range he set in OE and create Sfx on them, or have a pitch dummy right in front and rescale it (trial and error).
