Chat didnt work for me :/

for about 2 weeks or so now, 99% of the time when i enter chat i get these messages i the chatbox

[17-52-37] Failed to receive messages
Or
[17-52-37] Failed to receive userlist <-- think thats it, since it doesnt appear often...

and now i only ever find the mods..
is this just happening to me? or is it effecting others?
[EDIT]: Just found FrIkY in the chat....
And he said theres a new chat....

i never read anywhere about a new chat till i was just told by FrIkY

That is because the new chat is not completely done yet.
