As the title says:
Is there any way to change an ability's "Cost -Charge -Count (Max)" inside an ongoing game? Maybe through triggers or behaviors?

If the field is upgradeable you can use upgrades (researchable, or settable by triggers) or the catalog natives (pure triggers) to modify it for 1 or more players.

Not that I know much about catalog natives but I'll look into it.

The catalog natives allow you to read all data fields and modify all upgradeable fields. They are a great alternative to upgrades when you want something to be changed by triggers. You can even do some pretty cool things using them such as an in-game data editor or a hot-fix bank system.
