      • Time - Elapsed game time is <insert your time> seconds
    • Conditions
    • Actions
      • Environment - Change terrain type at (Center of (Playable map area)) to Lordaeron Summer - Dirt using variation -1 in an area of size 1 and shape Circle
Just change the size and the shape and you're all set.

My bad, it should be:
  • Environment - Change terrain type at (Center of (Playable map area)) to (Terrain type at (Center of (Playable map area))) using variation -1 in an area of size 1 and shape Circle
EDIT: My bad, this just changes variation and not the height level. So, Xonok was right. You can change the terrain in tiles but not in height.
 
if what you want to do is lower the terrain to make it submerged, why not make entire map shallow water and raise it at first, then you can lower the part you want afterwards.
