Can I upload a Dota map here?

I downloaded a template online then I added some custom heroes, spells, items, and other stuff. I'm not done with it yet but before I finish it with the purpose of uploading it hereon Hive, can I upload maps like this?

so that means no, DotA clones aren't allowed to be submitted here anymore

As long as it's sufficiently customized from the template, you can upload it.
This doesn't, however, mean that the map won't be rejected. The maps section has some standards after all.

Yes it's fine, if you changed more than 40-50% of map content.

Map is uploaded and even named DOTA TEMPLATE, it's published so people can use it.

I just stated above that he need to edit around or above 40-50% of map (tempalte) content to make sure it's different from any other already edited.
