I'm making dudes for a top secret project.
I'll update for new dude i want to show.

you need a sphere,sunglas,feet and hands and you got a dude.

And how are they animated?....are they assigned to verticies, or custom?

No custom anim,though i use magos to slightly modify anim.Like pumping with the shotgun.

It's not obvious in the screenshot due to viewer but in game it's suppose to be an afro dude!(Inspired from starcraft 1 intro cinematic you know the one who listen music and kill 2 zergling with grenade launcher to save the one who ran out of ammo)

I'm not doing a mod since a mod is somekind of total conversion.And the answere of your question is in the first post.It could be a cameraman if it wear a camera but it's a missile launcher.

And about the creation process. Its a bunch of primitives I know, but is are they assigned to the verticies of say...the rifleman? And the Head sphere..is it assigned to the head bone, or the chest?

I import primitive as geoset and attach it to a bone you don't really need to assign vertice since there is no deformation just attach geoset to a bone That's why it's so simple to create.
The sphere is attached to the head bone in the case of rifleman but if it look good you can attach to chest.It's up to you.
You can post your creation everywhere you want though if you post it in another thread just mention you got the idea from here.But posting it here would be good to compare your dude with my dude.

OH! And one more thing...Do your dudes have a decay corpse, and how did you get the hands to work the way the do?

They don't have decay corpse since it's too weird.And it doesn't look good.As i'm using it for a special map where corpse is not needed i don't make one.

And how did you get the hands to hold the gun? My hands so far are not working the way yours are.

The hands and the gun are attached to the same bone.In fact he's always holding his gun.It look a bit weird on death anim and stand-3 anim that i removed (stand 3 not death anim).

Nice outpost, is the turret ontop movable? Like the cannon will move to where it will shoot.

Yes The ontop is a "upgrade first" anim set.It move up and the gunturret come out on birth upgrade and the cannon face the target it's a bone_turret
