Thats actually located in the ABILITY "SCV - BUILD" for example.
Then in the ability you will see a field called
Info +
Double click it and a new window will open with all the Units built from that ability.
Double click the unit you want to edit the build time for.
Then you will see, at the very bottom of this new window (scroll down)
Info - Time
Alter that to what you want it to be. That is for build time.
Then in the ability you will see a field called
