Blizzard is keen to develop new Warcraft and StarCraft games, they say it all depends on what fans are after.
Blizzard is still waiting for the players respond if they want Warcraft 4 nor Starcraft 3 but they say that Warcraft 4 will be coming as soon as Starcraft 2 ends.

You can't really lose much, even if a new one comes out the old one will be there. There is a risk of them dropping support for previous ones so they can concentrate on the new one though.
The games are really old and outdated, with so many advancements in game engines so many things will be possible, so that's a great reason to try and revive it somehow. But they don't really need to revive it since there are already fan projects for Wc3 (Armies of Azeroth and another one).

To me it all depends on if they fix the user unfriendliness issues they had with the starcraft 2 editor. It'd be nice if they had map hosting systems that weren't explicitly rich-get-richer schemes too.

If you mean a system to encourage new/low popularity maps to be played...

This is what StarCraft II has, and has had since Heart of the Swarm. You can host random arcade maps in the arcade during prime activity hours and they will almost always fill given enough time.

It is possible that their next RTS game might have nothing to do with either Warcraft or StarCraft. In any case they will need to work on the technical engine to keep up with modern trends. StarCraft II or better level graphics with proper multi core support and using modern APIs like D3D12 or Vulcan.
