Arrow Key movement

hey i was wondering if anyone could make a movement system that uses arrow keys, here are specifications:
Mode 1 regular arrow key movement that uses left and right to turn and up and down to move forward or backward.
Mode 2- strafe moving system, unit can move side to side, forward or backward all while facing the same direction

Now i need these 2 systems to be switchable via double tab of the up arrow key..
It would be nice if you used documentation

Does it have to be a double tap of the up key? can it just be esc key instead. Also would you need a camera system to go with it.

the way i have it set up for shooting yes it would work better if you double tapped the up arrow key...
i dont need camera to go with it i already have one but i couldnt find a strafe arrow key system and i dont know how to make it switchable via double tap
