Hey guys,

I got a weapon I want to increase the size of (it's SUPER tiny!):
Soul Harvester Scythe

I'd like it to be about 4 times the size. I got the WAR model editor and tried Model Editor > Transform > Scale, but it didn't work.

Can someone show me?

What do you mean it didn't work? You should go to Windows > Model Editor > Selection > Select All > Transformations > Scaling; check "Use Centre of Mass"; enter 4 in all fields on the left side (x, y, z); click OK; then go back to the main window; Edit > Calculate Extents; click Yes; save the model and you're done.
