Admin rights?

hi, I dont really need help but me and my friend was talking about some computer stuff and somehow we got into the topic running as admin.

I said: you need admin rights to run every program the first time atleast and some programs needs admin rights every time you run it.

Friend said: You only need admin rights to run on some specific programs and you barely need admin rights for any program.

can someone give a clear answer here?

I think that shit was introduced in windows vista(?), but it's good to have.
I'm just guessing, running apps with admin rights give those application the ability to modify or write data on system (or USERS) folders. So I think if the app won't access system critical areas of the OS, admin rights isn't needed.
