Adding Water without using cliff tool?

You have to create your map so all of it is one of the two initial cliff water depths, then use the raise tool to raise everything up (usually just raise a spot up then plateau it across the map so its smooth) and then whenever you use the lower tool to lower the ground deep enough (depending on how high you raised it before) you will strike pay dirt... i mean water.
