Adding Heroes

I'm going to be attempting to create an entire new way to play WarCraft III.
One of the things I'm going to do is to give more options for heroes.
Something I don't know how to do though is add heroes, and have that be your choice for that tier.
For example, I can simply add heroes off the wazoo but I could train many of those heroes. I know you all know what I'm referring to.
Any help would be appreciated.
