[Spell] Ability not being levelled by trigger

So, I have a generic non-hero stomp ability with 2 levels. When I attempt to level it via trigger - it doesn't levels. What may be the cause?

Please, don't ask me to post the map, it's literally non-hero stomp with 2 levels on a basic uther hero, and a trigger that switches ability level from 1 to 2 and from 2 to 1 accordingly.

What have you ruled out? Trigger not firing or the action never running are the most common.
