You can make a Fake spell for an icon. Copy a spell out of something Passive like Bash, set chance to 0% and use triggers. Whenever the unit obtains or learns that spell, you can set the action to adding that ability ('Phoenix Fire', which serves as the effect) to the learning or triggering unit.

Also, keep in mind, if your leveling up Phoenix Fire, it will not work, so you must create several seperate spells with different values at certain spots. When you trigger this, remove the previous level spell and add the upgraded spell level (Yeah.. I know it's annoying)

Name_n, using your way it should work with multi level as you simply set the level of the ability to that of the dummy.

The problem however is if you can not get the ability to not show an icon, as then you need to use a hidden spell book which means it is not so easy to level the ability up.
