This is the Draenei Watcher model from Heaven's Fall. It serves as a basic ranged unit, with a couple of basic abilities. It has a custom skin, to give it yellow armor matching the axes that it can throw.
It is intended to be used with Rexxar projectile missile that Rexxar throws at air units.
