In the middle its meant to be some holy wings, but I guess its to white.
The point is that you cant really see what its suppost to be when its black/white and its such a mess. But it will be more clean and look better with colour. I think thats the reason to why he said so.
Too bad that this is a warcraft 3 resource website and not an art forum.
I know that greyscale is an "art", but such an icon is simply unesable under normal conditions ingame, believe me, i tested.
Additionally, the greyscale technique mostly spoils detailed 64x64 icons. In this case, it's simply unclear.
I have still no idea what a single part of this icon may represent.

Maybe the colour is enough to get it aproved since people is like "ohh, that looks shiny, it gotta be healing"
Even if you dont see what its suppost to be, it looks cool.
