Because XML is a data format while mdl is a model format. If I tried to feed any such tool wares data from X4, which is also an XML file, it would likely break!
You will need to define what format of data the XML contains. XML files can contain all kinds of data which has nothing to do with models or artwork.

You can always write your own in a language like Java since Java standard API supports XML and people have written both MDL and MDX parsers for Java.
