Woah that's weird. It looks like someone went in and screwed with the source code of your editor in an attempt to add new GUI functions but gave up/failed halfway through.

To me it looks more like a Korean (or another Asian) editor which got screwed up while translating to English.

Are you using an illegal version of the world editor? Or maybe a modified one?
Anyway, WESTRING's show up in the MPQ files for the editor. Go to your Warcraft III folder, and see if you have a UI folder somewhere in there. That might tell you whether or not your editor was modified.
Otherwise, reinstall and it should work fine.
As for what ap0calypse said, that is a possibility too. Just uninstall WC3 and follow this tutorial if you want an English/any other language wc3:

You must register wc3 online though, but that will only take a second assuming you have the CD key with you.
