Read the following statement from this thread:

The first time you launch the game, you should see a window asking to either enter your CD-KEY or login to Battle.Net. Choose the first option, enter your CD-KEY and confirm. The game should launch. Afterwards you should be able to launch the game without having to input the CD-KEY.

Alternatively, if you don't mind on putting the ROC keys, you could check out this thread (from WC3Connect). There is a file named "cd keys.rar" at the end of the post. Download it, then place (only) "roc.w3k" and "user.w3k" files to "ProgramData/Blizzard/Warcraft III".
