The best starter software would be GIMP, as it's free and offers a great set of tools.

When you create a background, think about a theme. Look at Blizzard's icons, see how they drew their BG's (style- and techniquewise) and aim for their goal: emphasizing an icon.

When I downloaded GIMP it doesnt even show a exe file! Full of images and tutorials only!
