What program should I use to add backgrounds in icons cuz Im doing an icon for my icon are rejected becaused COPY/Paste.... Now Im drawing it but what to use to add background?
Well, I'm using GIMP to make my icons. What I do when I add backgrounds is creating multiple layers. One has the background on it, the other the object of the icon.

Oh i see can you add a file here so I can download it? And can you add a tutorial here or redirect me on a tutorial on making icon and drawing icons like that...
The best starter software would be GIMP, as it's free and offers a great set of tools.
When you create a background, think about a theme. Look at Blizzard's icons, see how they drew their BG's (style- and techniquewise) and aim for their goal: emphasizing an icon.

And that. Chaos within your layers will complicate everything, keep them ordered.
Ive donwloaded it already and please have a look on my icon I made named as Red Lightning. Its not that good because its my first time using it but please have a look. Thank you very much.
