The administrators of Garena have explained what is happening. They no longer support VPN LAN. I Suspect possible legal action as the cause as it was used to bypass licence restrictions.
No mater, as a result you can bet BattleNet traffic is up so you can just log in and join the fun!

Do you know where I can still play dota except bn and iccup [I think the original dota not dota 2]

There only is and always has been BattleNet as far as I know. Just log in, it is still alive despite the game being >10 years old.

GameRanger does fairly the same I think. I haven't tried it though.
