It means it's a Frozen Throne map and requires the Expansion Pack to be played.

I think it follows the same logic as MS office's doc and docx, xls and xlsx, just a newer format, in this case an expansion

Yes, I always thought it stood for "eXpansion", but in theory it could mean anything. Like SharSash above said, they could have used any other letter just as well, it's just something they decided that stands for a newer version of the file type.

As a guess I would say "w3m" stands for "warcraft 3 map", as it was the first map format.
