What does movement speed acutally represent?

I'm working on a custom movement speed system for my map, so that the maximum movement speed can be exceeded by some units.

It is important that the speed scales correctly - for example, a unit with 1000 MS should move twice as fast as a unit with 500 MS

Therefore I need to get an idea of what MS acutally represents. Is it distance moved in an in-game second?
