What determines whether AI can function - real map size, or camera bounds?

A question for my general understanding - melee maps are a maximum of 256x256, at least for blizzard AI to do its job, at larger sizes it tends to get really passive. So my question is, are small camera bounds enough, or does the map itself have to be 256x256 or less?
