My brother bought a new desktop computer a couple of days ago. However, it
runs all games with very low FPS. Compared to my laptop, it's just ridiculous...
If my computer runs game with 30FPS, my brother's computer runs it with
25FPS, with same options and stuff.

My bro's computer:
AMD Athlon II X4
4GB Ram
nVidia GeForce G210 with 512MB memory.
Windows 7 Home Premium-64 bit

My computer:
2.2GHz processor
3GB Ram
Mobile Intel(R) 4 Series Express Chipset Family
Windows Vista 32-bit

So, how is it possible that my **** computer is "faster"? Maybe something is
installed wrong??

Make sure DirectX, motherboard drivers and display adapter drivers are up to date.

Look for the display adapter's control panel. Disable anti-aliasing, physx and lower anitsotropic filtering quality.

Your brother's display adapter is not meant for gaming at all.
