Well this is not Off-Topic but a Maps question...
Anyways, loadingscreens are models, you can extract one from the TFT scenario map Monolith. Then you can edit the skins, which are TGA files.
For optimization, I recommend to use MDX Texture Pather, change the path names to any .blp, and use BLP textures which are comprimized so they use much less space.
