This can be done ingame without model editing giving the doodad a "-1.47 pitch angle".
Ah, I didn't know that. It's -1.57, by the way, for the full vertical degree. And you need to hold Shift while double clicking the "Art - Maximum Pitch Angle" field in the Object Editor or it won't let you type in negative numbers.
