Video in start of map

Hello guys i'm wondering how to play a cinematic video in the start (if players want it, voting).
Something like in Gaias ORPG

Haven't tried Gaias but if it's done with dialog buttons then you need to create them and if enough votes are received run the triggers for the cinematic which will include movement of creeps and everything else you want in the cinematic.

I think the video was a model of sorts. One can create vector animations using a model.

model of sorts ? Im just creating map in which i have everything , even sketchs of map but i cant create that video. I kinda need huge explanation of this...
