Upgrade the Hero Level

I don't know how to ups the Hero Level 10 into Level 25.. how i can make the Level 10 to Level 25...

In WE, go to Advanced / Gameplay Constants

Check the "use custom gameplay constants" option (left top of window I think), then search for a value named "Hero - maximum level"

last time i did that i set the hero maximum level to 50 and my hero only got to level 20 and stopped leveling.
maybe it was becuase of the level 1 creeps he was killing? am i right?

You need to change the exp gain of hero. It's also in gameplay constants, I believe.
