Unit animation in object editor {attacking faster or slower}

You could modify below fields though I am not sure:
Art - Animation Blend Time
Art - Cast Backswing
Art - Cast Point
Art - Run Speed
Art - Walk Speed

The best thing may be adding this trigger:

  • SlowDummyAnim
    • Events
      • Unit - A unit enters (Entire map)
    • Conditions
      • (Unit-type of (Triggering unit)) Equal to YourDummy
    • Actions
      • -------- Modify conditions acording to your needs --------
      • -------- Set the animation speed in function below --------
      • Animation - Change (Triggering unit)'s animation speed to X% of its
  • original speed
    • -------- 100% is normal animation speed --------
