uncap fps?

So the fps for some reason is stuck for me at 64. I tried running game with opengl, nothing, tried native fullscreen, this time fps was capped at 60 instead. I tried in windowed mode, 64fps still.
I tried going to the registry and changing the lockfb to 0, no change, I then changed the refresh rate, nothing, and I then changed the fps max from 500 to 1024, nothing.

Anyone got any ideas? This thing just refuses to uncap itself.

In options, is it showing 60 or 120+ as the refresh rate?
