How do I make all heroes in a tavern all unavailable for training or reconstruction?

Should be in the object editor. Go to the item you buy to select the hero. Then there should be something about the amount available. Change that to 0 then make the restock timer how you want.

I think. Although this may just make it totally unavailable.

But changing it to 0 would only make it unavailable straight from the starting game because there is no stock available.
