Unable to play team 2

I have set player 2 "user" but still cant play team 2, only team 1 even though I choose team 2 in game lobby. Both teams have starting location. I always end up playing team 1 red.

Maybe try creating a new force (Scenario>Force properties) and but blue into the force you created
