It should be easy.
Search for "Scenario" tab at the top of World Editor. Then, click the "Player Preferences" or something...
Then something will appear. Search for "Player Allies" at the top of the something
How to Make a Player have separate teams
1. Set Player Preferences first
(Example Player 9(Grey) change the "NONE" to "User" or "Computer")
2. Open the Player Allies* tab
3. Create new force(s)
4. Drag the player(s) to the name of the force
*Player Allies: I forgot what's the name but it something like that
At the right site of setting you can set it rather they can see each other from far of map or not
And at the bottom you will have add team, remove team, rename team
